Andrew Long (Chair)
Andrew is an experienced decision maker specialising in finance and regulation. He was previously the chair of the Regulatory Decisions Committee at the Financial Conduct Authority and also a long standing deputy district judge of the High Court and County Court. His current other decision making roles are as a judge in the Tax Chamber of the Finance and Tax Tribunal, a member of the Ofgem Enforcement Decision Panel and a panel chair of the Access Disputes Committee for the regulated rail industry. Andrew was a board-level regulator of his own (solicitors) profession and is also a published author on topics of law and regulation. He spent much of his career as a partner at Pinsent Masons, where he led the financial services regulation practice.
Sarah is currently the chair of the Legal Services Consumer Panel, an Electoral Commissioner, a Judicial Appointments Commission panellist (appointing judges at all levels, a Civil Aviation Authority Consumer Panel member, and chair of the Applications Panel of the Renewable Energy Consumer Code. Her previous roles include CEO of Postcomm, Commissioner of the Competition Commission (and subsequently a panel member of the Competition and Markets Authority) and directorships in several civil service roles.
Tony is currently a non-executive director at an NHS Foundation Trust. Tony has spent most of his career in the chemical industry, including as director at ICI Chemicals and Polymers Limited and chief executive of ICI Chlorchemicals Business. He was also a commissioner at the Criminal Cases Review Commission for 10 years and non-executive director at the Competition Commission. Tony was a lay member of the Financial Protection Committee at the Solicitors Regulation Authority, a member of the Discipline Committee at the Institute of Chartered Accountants, chairman of the Animal Health and Veterinary Laboratories Agency and a non-executive director of the Legal Ombudsman.
Peter is a barrister and currently holds a number of legal and regulatory positions. He is Deputy Chair of the Regulatory Decisions Committee of the FCA, a member of the Financial Reporting Council’s Case Management Committee and Chair of the Behavioural Insights Trustee Company. He also sits as a tribunal judge in the General Regulatory and Social Entitlement jurisdictions. Peter was Lead Ombudsman for insurance at the Financial Ombudsman Service until 2010 and has spoken and written extensively on consumer issues. Prior to that he held senior management positions in the technology, charity and financial services sectors. In addition he is an experienced non-executive director and charity trustee.
David has practised as a solicitor for much of his career, often as managing partner. David was appointed to the judiciary in the Employment Tribunals in England and Wales where he continued for in excess of 20 years (both full time and part time). For the last five years of his judicial career he was President of the Employment Tribunals in England and Wales until he retired in March 2014. This role involved chairing hearings, leading the judiciary in the jurisdiction and judicially managing 12 regional employment judges, around 400 employment judges and 1,600 non-legal members. He was also the director of national training for the jurisdiction during his judicial career. David is currently chair of the board of directors of Northampton Partnership Homes, a social housing company.
Elizabeth spent much of her career within the police service, including seven years as the Chief Constable for the Wiltshire Constabulary, as well as time with the Metropolitan, Thames Valley, Sussex and Northamptonshire police forces. More recently Elizabeth has, amongst other roles, been the independent complaints assessor for the Department for Transport and a member of the Police Appeals Tribunal, a member of the Civil Nuclear Police Authority, a non-executive director at the Serious Fraud Office and non-executive board member of The Insolvency Service. She is currently an independent adjudicator at Companies House, a lay member of the Code Adjudication Panel for the Phone-paid Services Authority (regulator for premium rate services), an appeal officer for the Regulator of Community Interest Companies, and a member of the Regulatory Decisions Committee of the Financial Conduct Authority.
After many years as a documentary filmmaker for the BBC, in 1997 Catharine founded an independent television production company, Cat's Eye, which made films mainly for Channel 4. Catharine is currently a Gambling Commissioner and member of the Legal Services Board. She is a former board member of the Human Tissue Authority and chair of its audit committee, and a former member of the Human Fertilisation and Embryology Authority independent appeals committee. She also sits on employment and mental health tribunals, and as a lay assessor in county court cases. She is a magistrate and trustee of the London Centre for Children with Cerebral Palsy.
Alasdair Smith is a member of the Scottish Fiscal Commission. From 2012 to 2017 he was a Deputy Chair of the Competition Commission and then an Inquiry Chair at the Competition and Markets Authority. He was previously Professor of Economics at the University of Sussex and was Vice-Chancellor of the university from 1998 to 2007. His academic work focused on the effects of international trade on competition, growth and the distribution of income. He also has interests in the economics of public sector pensions and higher education. He has written extensively on the effects of the single European market and EU enlargement on competition. He has been a member of several public sector pay review bodies, and was a member of the expert advisory group to Lord Hutton’s Independent Public Service Pensions Commission (2011).
John Swift QC
John’s main career was as a barrister specialising in competition law. He is a longstanding QC, is a Bencher of the Inner Temple and was formerly Head of Chambers at Monckton Chambers. He was the first Rail Regulator from 1993 to 1998. John is currently the chairman of the Enforcement Decision Panel for Ofgem and an independent member of the Ofwat Case Work Committee.
Antony was appointed Financial Regulators Complaints Commissioner in May 2014. He is chair of the UK and Ireland regulatory board of the Royal Institution of Chartered Surveyors and a member of its Global Regulatory Board, chair of the regulatory board of the Association of Chartered Certified Accountants, a member of the board of the Professional Standards Authority for Health and Social Care where he is chair of the Scrutiny Committee, and a trustee of South Warwickshire Citizens Advice. He was the first chief executive of the Solicitors Regulation Authority from its establishment in 2006 until January 2014. He was also the General Dental Council’s chief executive from 2001-06. In the 1990s, Antony held a number of senior roles at the General Medical Council, including director of standards and education, and head of conduct. His earlier career was with the Home Office, where he worked primarily on criminal justice issues.
Mike is a qualified actuary with many years experience at Board level in the life and pensions industry. He was chief actuary and finance director in the UK with Aviva plc until 2006. He now has a portfolio of non-executive roles. In the past he has been a member of the FCA’s Regulatory Decisions Committee, a Trustee of the Aviva Staff Pension Scheme and non-executive director of Ageas UK, Tesco Underwriting and Admin Re. At present he is chair of Phoenix Life and will be chair of Standard Life following the Phoenix acquisition of Standard Life Assurance, chair of AIG Life and a member of Council of the Medical Protection Society.
Pauline is currently a member of the Regulatory Decisions Committee at the Financial Conduct Authority. She is also a member of the ICAEW Regulatory Board, a non-executive director and chair of the audit and risk committee of the Paradigm Trust (a multi-academy trust) and a governor at a local primary school. Pauline was previously a partner at PwC where she was head of public policy and regulatory affairs having previously been head of the global financial instruments team.
We publish the expenses for the Determinations Panel Chair and members for each quarter. This includes all expenses incurred for travel, accommodation and meals etc, as well as any hospitality given to others. A separate sheet shows any hospitality received by these individuals in their capacity as Determinations Panel members during the specified quarter.
Some explanatory notes:
Expenses are incurred by Determinations Panel members in two ways. Either individuals spend their own money whilst on TPR business and then claim it back (see staff and board / panel expenses policies in our Publication Scheme) or, particularly for travel and accommodation that needs to be booked in advance, TPR makes bookings directly and is invoiced for the cost. For this reason, these expenses will be published for the quarter in which they were paid, and therefore may not necessarily appear alongside other expenses (claimed back in arrears) for the same trip.
